There really is no perfect score in figure skating. It depends on the elements in the skaters program. Each of the elements in the program are judged on 1. Grade of Execution, 2. completion, and 3. entrance and exit of the jump. For a complete outline on how the system works, click on this link:http: //www.usfigureskating.org/New_Judging.asp?id=289
a perfect score used to be 10.0 but they have updated the system and now a gymnast gets points based on the level of difficulty of their routine and also they get a score based on the traditional scale of one to ten. these scores are added together, and a VERY good score for an olympic gymnast would probably be a 17. gymnasts are not scored by how well they do, but rather they are scored by how many mistakes are made. for example, if you do a perfect balance beam routine, but you didn't point your toes three times, you can be deducted around 2 tenths for each foot each time. that means that if you didn't point both feet three times you could already be down to an 8.8! though, in the lower levels of gymnastics, all routines are the same for each level, so only a scale of one to ten is used. a perfect score is a 10.00
There is no perfect score, you have a base value for each element, this can go up or down depending on if you land the jump or fully finish the spin, you then according to how well you perform you get points for grade of execution which is like how nicely you do it. You also have your skating skills which is how well you skated throughout your program

The person who made modern day skating was named Jackson Haines. Fast Fact it is called figure skating because years ago someone saw this perfect pattern made from the ice with the skates which was called a figure eight on ice! Hope this helped
