A team can be forced to play with as few as 3 skaters (not including the goalie) if two players take penalties that overlap. If a third player takes a penalty he waits in the penalty box until one penalty expires to begin serving his time, thus a team never has fewer than 3 skaters on the ice. If two teams are in that situation, they would play 3 on 3.
