well i think that in most countries you may have to be over 18 to go skydiving which is the answer from all the websites that i have visited and they all say that you should be over 18 years of age to go skydiving
No, unfortunately even with parental consent most skydiving places require you to be 16 years of age.
There is no law against a minor skydiving, but very few "drop zone" owners will take the risk - their liability insurance would be endangered.
There isn't, however, if you are under the age of 18 you may have to have your parents sign a form. Sometimes your Insurance will also not cover it, but this is more common with skydiving.
