I haven't heard of any lower ages but you might find a ski resort that will take you at 14, but I don't think you'd be able to at any lower of an age. Many ski resorts will require or ask that you have a PSIA certification.
Typically they do not allow minors, so anyone under 21. but if there is an adult or guardian that signs the wager they do allow you to go. I am 16 and have been up several times. You do have to be above an intermediate skier, because powder skiing is different from everything else. The companies also have the right to turn down anyone that does not look mature enough or anyone that does not have the ability to skii well.
