It's not uncommon in professional/high-level swimming or diving to do so, though it is more common for swimmers than divers. Smooth legs decrease friction and resistance when swimming, which allows swimmers to move faster when competing, although the difference in time is very small.

Also regular prolonged exposure to the chlorine and other chemicals found in pools can deter hair growth.

Tom does not shave his legs as you can see in any of the close-up images of him. Speed through the water has no bearing on Diving.
