Technically you can scuba dive at any age, as long as you are comfortable doing it. There are however, a few issues that arise with very young scuba divers. Finding scuba equipment for a very small body frame can sometimes be difficult. It also depends on the environment you'll be scuba diving in. Clear waters are much easier than a murky lake or pond. Weak swimmers can also have difficulty navigating waterways with a strong current.

A scuba diving set can be anywhere from 50 to 100 dollars for a set to do a certification dive, but this is for just rental. I saw a scuba set for 1000 or 2000 dollars, but this is to buy the set. this was just a beginners set, however, and they can go for 5000 dollars for a good set.
It would cost a lot of money I'm not sure exactly how much but about £25,000.000 for a month.

I am a Scuba certified and I weigh 150 Lbs, in my class there were some other people in the 250+ range, and there were people as light as 90 Lbs. Basically what I am getting at is that as long as you can swim you can Scuba dive. Average weight is very hard to determine since there are so many various divers.
