Depends on the tournament you play in! The least time control probably is 1 minute per player for the entire game, called bullet time controls.

You are only allowed to make 1 move on your first move in Chess. You have 20 options for this move:

Each of the pawns forwards 1 or 2 places = 16 options

Each of the knights forward and left or right = 4 options
