Regulation as in what the professionals play is 90 minutes with 45 minute half's. However, if you are referring to youth soccer it depends on the age group but the half's also include a water break.

Because the clock never stops during the game (except at halftime), the referee can add time at the end of each half to make up for time that was lost due to injuries, especially long stoppages, players wasting time, etc.

Yes, they can. The referee will stop the clock at various times resulting in more time than the proscribed 45 minutes per half.
