Most football teams do not put the US Flag on their helmets. It is too likely to be damaged, scratched and dented, not a good sign of respect.
A lot of teams don't...
1) In flag football, padding and helmets are not used. 2) In tackle football in order to bring down a ball carrier you have to tackle him and his knee has to touch the ground. Where as in flag football only the flag has to be pulled off in order to bring the ball carrier to a stop. 3) Offensive and Defensive lineman are not usually used in flag football.
UCLA Bruins football was created in 1919.
Traditionally, helmets are not used in flag football because it is generally believed that, because there is no tackling in football, there will be no risk of head injury. However, with the explosion of concussion and sports-injury related research, that paradigm is beginning to shift. Flag football and 7 v 7 leagues across the country are beginning to implement the use of soft-shell head guards during flag football, so as to protect players' heads. A company called RockSolid has emerged as a front-runner in building patented head guards designed specifically for non-contact football. Their website is LiveRockSolid.com, and they can be found on Instagram, Twitter and Facebook at @RockSolid

I have read in a book that the first football pads were leather helmets and that was it. No other pads but leather helmets.
I'm not quite sure what this question means. Football helmets normally do have decals and it is ok for them to have decals.
