I play division 1 Baseball and I know many umpires make the tape mandatory because pine tar is sometimes used on the bats and can only be used so far up the bat. The tape is measured to that maximum height as a guide to enforce this rule I also play Division 1 baseball and the tape is used for pine tar limitations, but most players do that just for the look. It's just one of those trends in baseball that goes on and on. Some people have one strip and others could have multiple strips. It's more of a trend than a need.
