The orange Basketball was introduced in the late 1950's by Tony Hinkle. He did so to make it easier for both players and spectators to see the ball. Other than visibility, there is no reason why basketballs are orange.

Otto the Orange is the mascot of the Syracuse Basketball team. The Syracuse Basketball team is also nicknamed Syracuse Orange, hence the name for the mascot Otto the Orange.
Basketball also evolved out of being played with peach baskets and balls which were originally designed for other sports(like "football" or soccer); these balls were made out of leather and such, which had a natural orange-tan colour that most likely was retained and then enhanced as the sport became more formalized.
