Well there are many great Rugby kickers and if you mean goalkicking then the best would have to be at the moment frANCOIS steyn, OF South Africa or dan carteR, OF New Zealand. I'M FROM NZ AND WE KNOW OUR RUGBY.

Dancarter is probably now the best goal kicker in the world though the best goal kicker ever was johhny wilknson of England who has gotten over 95% of his conversions over.

Statistically it is Gavin Hastings, however not many know who is because he played for Scotland who aren't neccesarily superpowers in the rugby world. His record for Scottish all-time points scorer was over taken by Chris Peterson (Who is actually half Australian) but he took longer to accumulate the record & he is only a moderately talented kicker.

Right now it would be a toss-up between an English kicker...say Johnny Wilkinson.
