It was an Irishman, William McCrum who, in 1890, submitted a proposal for "a penalty kick" to the Irish Football Association. Twelve months later it was approved by the International Football Association Board which incorporated it in the Laws of the Game.
William McCrum, the "inventor" of the penalty, came from a highly respectable family. His father, High Sheriff for County Armagh, sent him to the Armagh Royal School. From there he went an to Trinity College in Dublin, where he proved to be a brilliant and well-read scholar.
