That varies from year to year. It is based on ranking system of each league. When a country's league teams rank higher, based on their performances over the previous five years in the Champions League and the Europa League they get more places. The most a country can have is 4 teams, which is given to the top 3 countries. The next 3 countries are allowed 3 teams. Italy is usually within the top 6, so will get either 3 or 4 teams in a given year.

Lionel Messi ! He scored 8 goals in FIFA Champions League 2010, while Christiano Ronaldo only 7 goals and Diego Milito only 6 goals even he scored 2 goals in the final

The league splits after the 12 teams in the league has played each other 3 times. The top 6 teams will then play each other again, so after the split there will be 5 more games, which basically is the final race to qualify for European football next season. The top two teams will go into the champions league and the 3rd team will qualify for the UEFA cup. The bottom 6 teams are then basically playing to secure their place in the league for the following season. Cool?
Question of opinion. It depends on what you look for in a league. If you want big stars and celebrities and want to watch 2 teams crush all other teams and effectively use the other teams as hurdles both of them have to jump to get ahead in the race then the Spanish League is for you. But if you want 2/3/4 teams challenging for the title and 5 or 6 teams challenging for champions league spots, more competitive and physical football then the English League is for you.
