He(she) can overrule any judgment of the co-referee.
He can determine any changes in the protocol, checks and signs the finished protocol.
He is the one adressed by team captains and coaches.

He is in charge of starting the game, calling the teams to "toss-up" about serve/court side and initiating every serve.
He blows off for wrong serve, wrong player positions, wrong attack, touching the net, ball under net.
The co-referee blows off at opponent postiton faults, faults below net, wrong attacks and balls hitting the floor that the first referee cannot see.
The umpire assists the referee. If you need two people( like I do... :D ), I don't know the second person.

The referee in Volleyball has the final say on out/in. They have 25 hand signals at the ready to make the most accurate decision when in a Volleyball game. There is the 1st Referee, 2nd Referee and the Linesmen which contribute to the decision whether it's in or out.
