The IAAF and other Track and Field bodies do not recognize hand timing accurate to below 1/10th of a second, and in sprint races, back when hand timing was done it took 3 watches to certify a record. Just because the watch reads the number to .01 does not mean the human being pushing the button (twice, to stop and start) is anywhere near that accurate. The hand timing football people do, with inaccurate starts is just not that accurate.

However the Wikipedia article DOES NOT SAY what was quoted, listing Darrell Green as having the fastest time at 4.09. Raghib "Rocket" Ismail is credited with a different time (4.12) than was quoted here. And ultimately, that same article emphasizes that such timing methods as are employed for football 40 yard dash times can be inaccurate to as much as a half (.50) a second.
Bottom line, the only way to get an accurate 40 yard dash time involves photo-electric timing (Fully Automatic Timing--FAT) which just is not done. Essentially I am saying that football coaches and the players they select (positively or negatively) based on 40 yard dash times are all (B.S.ing) deceiving themselves to their own detriment.
