Before the season starts Major League umpires are put into crews, and the crews are scheduled for their games by Major League Baseball. Once the playoffs start individual umpires are selected based on their grades during the season.

In Major League Baseball, the club house attendents or umpires rub at least 5 dozen balls before each game.
The officials in Australian Rules football are called Umpires. In the AFL (the national competition) there are 3 Field Umpires. These umpires are in charge of the game. They award free kicks and start and end each quarter. There are 4 boundary umpires - two on each side of the ground. They are responsible for signalling when the ball goes out of play - either to be thrown in (by the same umpire) or if it has been kicked 'out on the full'. There are also two goal umpires. One in the goals at each end of the field. They are responsible for signalling scores. (goals and behinds).

This is just an educated guess... I would assume they would work the whole preseason and season. I don't see why an umpire would want to miss a game, because once the season is over, that's it. Only a select few umpires will work in the postseason. My guess is however many games are played in preseason, plus the 162 games of the season, they are working somewhere.
There are 926 futbol teams in Spain. These teams are comprised of 5 different leagues, La Liga, Segunda, Segunda B, tercera, & Regional's. The number of teams grows to several thousands if you start to factor youth divisions and senior leagues. However, the 5 leagues I listed are really the only ones considered professional leagues as they are paid to play.
I would say August is the right time. Fall leagues start in September, so anyone who wanted to get a new ball would get it a few weeks beforehand and play some games with it to get the feel of it.
