How Sasuke ended up with the group with Naruto is; They (The Sensei's) put the highest scoring student with the lowest scoring student. In this case Sasuke was the highest scoring student and Naruto was the lowest scoring. Sasuke also defeated Orochimaru. The third Hokage couldn't even do that.
