A green field venture refers to a project, transition or change where you do not have to take existing facilities into account, but are allowed to make a new designs based on the requirements set up.
This as opposed to a brown field, where your design or plan has to take a lot of existing facilities into account.
For instance, imagine a project where employees of a company are going to move into a new building. If they bring their old PCs, and the company brings all of the old furniture, and IT moves the same old WAN and LAN cables in, it's a brown field.
If they get new PCs, furniture and everything, essentially leaving all the old things behind, it's a green field.
