There is not always a libero. It is the coaches decision to have or not to have a libero, just like it is his or her choice to field any other position on the team.
I play volleyball and volleyball does not have a player from another team. What you are referring to may be the libero. The libero is a player that wears a jersey different from the ones that the rest of the team wears. They wear it to show that they can substitute in for any player in the back row of the court at anytime.

Yes. A team does not have to have a libero. There can be substitutions or just 6 people playing all the time. As long as there are 6 people on the court, there are no problems.

At least 6 to fill the court but 13 is best so that their is a sub for each player plus the libero.
It is when you keep track of the score that either team might have. There is also a libero tracker who makes sure the libero is switching out with players correctly.
