In MLB, Rule 8.02(2) states that the pitcher shall not "expectorate on the ball, either hand, or glove". The penalty for breaking the rule is immediate ejection and automatic suspension for 10 games.

Pitchers are allowed to lick their fingers as long as they are not on the pitching mound and, in cases of cold weather games where both managers agree before the game, blow into their hand while on the mound.
