Regular air,

If filled With anything else ball becomes to heavy or too light to play with,

If ball is flat use any normal ball pump to inflate the soccer ball, no special air needed.

Well, it's definitely not liquid. If it was solid, then the ball would be to heavy, so it must be gas (probably regular air).

The 'air' isn't measure. But the pressure is! It should be in between 0.6 - 1.1 atmospheres. Which is equivalent to 8.5 lbs/sq inch - 15.6 lbs/sq inch.
