Legal for what? It has to be moved ten yards to establish a "first down" or a new set of downs. This occurs after a kick off return, a punt return, an interception, a fumble recovery, or when the ball has been moved past the first down marker.

This ad appeared on he Sports Page that had an article by David Parkin on the Torpedo Punt. This was one of several weekly articles on ball disposals in Australian Rules Football. A team will punt the football when they can not get a 1st down after 3rd downs. This is only done when the team is not in range to kick a field goal. The main reason for a punt is to make the other team start there drive farther back.
