There are several things to consider in order to measure who is better. You can say historically that the San Antonio Spurs are better than the Dallas Mavericks considering that the Spurs have 4 Championship Titles and the Dallas Mavericks have none. The Spurs also have the 2nd highest winning percentage (behind the Los Angeles Lakers) in NBA History. You can also view the regular season head to head record which really does not really mean much it's the post season and finals which the Spurs have won every time they have been to the finals. So in my humble opinion I would say that the Spurs are BETTER than the Mavericks.

Yes, they clearly would. Spurs are better than the Lakers. If you don't believe me, check the 2012 NBA schedule, and see that the Spurs beat the Lakers 3 out of 4 times. The only time they lost to them was when Duncan and Parker weren't playing. Spurs are also most likely to win the NBA Finals, too!
The spurs are a very good and consistant team. In 2011, they were the number one ranked team in the west and second overall behind the chicago bulls. When the two teams mached up, the spurs would win the majority of the games. However, in 2012, the tides have shifted. The Oklahome City Thunder are the top team in the western division. But the spurs are number two. The last time that the two teams played, the San Antonio Spurs won. Overall, I would say that the spurs are better. If the two teams met eachother in the Confrence Finals or Semi-finals, it would be a good game. Overall I would say the Spurs are better but the thunder have the best player on the floor.
