Contact your local state elementary athletic association here in IL it goes by IESA and they can answer In IL my sons coach limited him to 7 although his shoes held 9 I don't know if it was the rules or he didn't want them using up his supplies

it can have as many as many spikes as the creators want to 4 of them(soft ground).

Generally there are at least 6 spikes per cleat:

Toes: Left and right near where the balls of the toes touch the shoe.

Heel: Each of the 4 corners.
