Well this depends how you define the word "play". All the top players are professional, so are they "playing" or "working"? Secondly many would say (not me being an ex-prop forward myself), that the forwards don't "play" they just lumber around trying wreaking havoc on the body of anyone within reach.
Or you could just go with the conventional answer of 15 and 7 reserves.

For a team it depends on how many people there are on that team, example: If there is 8 people on a team, there can only be 9-15 players on a team.

There can be as many people as you want on a basketball team but, only 5 players from each team are alloud to play at once.
