When the changed in 1823 a young lad named William Web Ellis picked up the ball ad instead of running backward or "hacking" the ball forward, he ran forward with the ball. Later when the Football association decided to make handling an offense the game spilt and the Rugby Football Union was formed. There is an old saying that freqents this question. "Football is a game for gentle folk played by thugs whilst Rugby is a thugs game played by gentle folk".
