Before the advent of overtime in College Football, scoreless ties were not unheard of. In fact, the all-time series between VT and UNC includes five. The lowest scoring game with a winner would be 2-0. These were relatively common, happening about once per year. The last instance I can find of this was 12/6/58 when Miami (Fl) beat Oregon.
In all truth it wasn't really a game although it was officail. Cumberland canceled it's football program at the start of the season however they were unable to cancel the first game. If so they would've been fined $3,000 which was a lot in 1916. So a guy was elected as Cumberland's football team student manager and put together a scrub team which included some of his frat brothers making a 14 man team to play as the football team. The October 7, 1916, American football game between the Georgia Tech Engineers and the Cumberland College Bulldogs (now Cumberland University) was the most-lopsided game in the history of college football. Georgia Tech won, 222-0.
