There was a team in the NFL known as the Milwaukee Badgers from 1923-1927 who played the Packers during each year of their existence, so if you saw anything that referred to "Packers vs. Badgers" that's probably what it meant. It's doubtful that the Packers have ever played UW-Madison's football team, but if they did, it would have only been an exhibition game and probably took place no later than the 1930s.

The Packers used to play the WI Badgers in exhibition games in the sixties.

They Also played the college All Stars and I believe that they lost to both.
