If you mean How many players a football team must have, I have to say that the general rule is to have 11 players playing on the field and 7 substitutes sitting on the bench. But however some countries like Italy may have different rules in their local league (Serie - A) which allows the teams to have more than 7 subs (I guess 11)
You only get points for your Active players. Your reserves (or BENCH) players do get points, but their points do not count towards your total.

I have actually seen that bench points are displayed on some fantasy football sites. I saw that some of my benched players would have contributed a lot more points than my starters. At Phenoms Fantasy Football, the site they use actually shows you which players you should have started.
If you mean Bench Warmers (the person that stays on the bench because they stink) or not the starters..... then the reason is that if one of the starters gets tired then they can put in a substitution from the bench except the ones that stink (Bench Warmers)
