Yes, there is a difference. Regular compression shorts are good for comfort and moisture management. Neoprene gives much more compression for muscles with the goal being reducing fatigue and retains heat better keeping muscles warmer. Recurrent muscles strains such as groin or hamstring will benefit more from the neoprene.

The difference is sliding shorts have padding on the butt and back of the leg and also most have a compartment for a cup, where as spandex do not.
