No. You can't pass the ball whilst on the ground, you must get up off the ground then resume play. A penalty is rewarded to the other team if you do pass it whilst on the ground. When you get up you may get up normally, try not to step too much but you may do so as you get up but when on your feet you can't step or it is a penalty. Hope it helped! <3
