This is a subjective question, and there also are several variables that can come into play, the 2 most important being, who is coming to the plate, and what is the score. My personal feeling is that in most caes with no outs, I like to move the runners over, and then play for a sac fly, groundout or base hit. I like those odds, but as I said, it depends on several game factors. Hope this helps
