Yes. But he can only legally possess it without turning it over to the other team if he catches it behind the line of scrimmage. If he, or any other offensive player, does so, they can advance the ball forward.

At least that was the rule for HS football 25 years ago. Our punter made a first down punting into a 40+ mph wind and the ball went way up in the air, but only went forward a few yards (not back to LOS). He caught it, and ran for a first down...
