65-70 mph would be pretty decent. Age plays a factor obviously, but how and when the body matures(some sooner than others) also needs to be accounted for. I believe most importantly, however, is how mechanically sound is the young pitcher. Good pitching mechanics can easily add 5+ mph no a pitchers fastball, quit often more. And mechanics keep the arm "safer" as well.
