you have to be a really good player of that sport or hobby . you just don't send in a letter to them and ask to be in the Olympics. some one would be stupid to do that if your not the best.

That is the weirdest answer I have ever seen. I'll try and improve it though.
I think you have to be, not just confident in your abilities, and highly skilled, but also prepared to give up and sacrifice a lot in your life (junk food, free time, parties, etc.) to make it to the top.
I would recommend that you join a good athletics club. It doesn't matter if you haven't chosen an event yet, I would think coaches at the club can guide you to realize the extent of your abilities.
Beyond that, I grow less sure, but I assume that if you show promise and skill in your chosen event/s, you will be notified of Olympic trials. If not, you might be chosen for regional/national teams, etc.
