skateboarders should wear protective gear and learn local laws regarding the practice. some regulations require that skateboarders are confined to local parks. if this is not the case then one should obey the traffic laws that bicyclists and pedestrians are required to follow for any given area. for example, boarders should ride on the sidewalk and not on the street. people who must skate in the street in the absence of sidewalks should go with the flow of traffic and walk their boards across the street. Skateboarders should observe stop signs and red lights.
Unless you enter an organized contest, there really aren't any rules to Surfing other then follow the surfing eticit which is basically just don't cut off the person "down line" the wave and make sure you have a great time:)

There are no rules in skateboarding. Sometimes in competitions, there might be some rules, for instance at the Battle Of The Berrics (youtube it) you are not allowed to do handplants, footplants or grabs. Also in a game of SKATE, if you do not land the trick your opponent set, you get a letter
