Winging your foot takes a lot of time and practice, and it does not come easily. I practice by pointing my entire foot, not using my toes, but my ankle and tops of my feet. You should not rely on your toes to point your foot, you will (or have learned) learn this when starting en pointe. Simple beginning practices include sitting on the ground in parallel (like the stretch) and holding your ankles together. Try to push the tops of your feet away from each other while keeping your ankles touching. Another one (for pointe) is trying to get the entire box of the shoe on the floor when doing tendu-s. Don;t compromise the proper technique of tendus while doing this, however. Keep stretching out your feet. Once working en pointe for a few years the winged foot will just come. Until then, your keep practicing.

In ballet 4 you get stronger and more steps and at that point your feet get stronger and when your feet are strong enough your teacher decides if you go up on pointe or not yet. After 3 or 4 years in ballet 4 you go to ballet 5. ballet 5 is a very advanced class and is the highest level you can get to!
