"Safe" is a relative term. Soft tip darts are generally less likely to hurt someone than a steel-tip one, but you should never throw one at another person, and children should still always be monitored during their use just as with regular darts.
Whilst the tip is inherently rounded, tips break regularly and can leave sharp edges, and even in their intact state can still cause serious injury to an eye if handled inappropriately, or represent a choking hazard to small children or animals.
They are much safer for your furniture and walls though!
