From everything I have read it appears that pro sports teams in the US are self governed by their league (NFL, MLB, NBA, etc.) The government only gets involved if there is a claim of game fixing for gambling purposes. However manipulating the outcome of a game for entertainment or advertising purposes is legal. Read an interesting article by clicking on the link below.

It depends on what level you are playing and what country? Like professional Baseball in USA is MLB commissioners office. College would be NCAA & not sure there's smaller colleges Little kids have different like Little League of America but there's no one organization that governs all Of baseball its different for age groups & tallent level & were you live. But no matter were you play the rules are pretty much the same.
