The 2011-12 NFHS rules define the uniform as "one suit and if worn, cap(s). " This seems pretty obvious that more than one cap is allowed.
HOWEVER; I strongly recommend that you do not compete in two caps without prior permission of each meet referee. In our state championship last year, the meet referee did DQ people for two caps. So regardless of the rule, you wouldn't want to be DQ'd because the meet referee has a different interpretation.
