Since 1918 is not divisible by 4, there was no Summer Olympics held in this year.
Yes, its participation at the modern Olympic Games began since 1928, and has hosted the Summer Olympic Games once, in 1968.
Olympic game host cities are allocated based on the merits of the application and how recently the nation has hosted a games. That is to say, a city will not be allocated a games if the country that it is in has recently hosted a games. Since the allocation is based on country and not continent, the fact that European countries have hosted more is of little relevance. A simple factor may be that Europe has more countries with a suitable climate and the capacity to host a game than any other continent.
Cities are selected and voted on. This is the third time London has hosted the games in over 100 years. They might never host them again or sooner than the 58 years since previous hosting of the games in 1948. They also hosted the games in 1908
No. And no city in Africa will host the Olympics until 2020 at the earliest as the 2012 Games will be held in London and the four cities that are finalists to host the 2016 Games are Madrid, Rio de Janeiro, Tokyo, and Chicago.

Yes ... men have competed in shotput since the 1896 Summer Games in Athens and women since the 1948 Summer Games in London.
Great question. In 1992, the Winter Olimpics were in Albertive, France. Also, in 1994, the winter games were held in Lillihammer, Norway. They have returned to the traditional four year time frame between games, since then. But, there were no winter games in 1990. Note: It used to be that the Summer and Winter Olympics were held in the same year since the start of the Winter Olympics in 1924. At first the same country that hosted the Summer Games also hosted the Winter Games; this was France in 1924 (Winter Games in Chamonix; Summer Games in Paris). In 1928 this had changed, with the Winter Games being held in St. Moritz (Switzerland) and the Summer Games in Amsterdam (Netherlands). It wasn't until after the 1992 Games (the XXVth Summer Games in Barcelona, Spain and the XVIth Winter Games in Albertville, France) that the IOC decided to split them up. The Summer Games stayed on their original quadrennial schedule, with the Games of the XXVIth Olympiad being held in Atlanta (USA) in 1996; but the next Winter Olympics were moved up two years to 1994 with the XVIIth Winter Games being held in Lillehammer, Norway. From that point on the Winter Games again started observing the traditional four-year gap between Games.
The Summer Modern Olympic Games occur every four years since 1896. The Winter Modern Olympic Games also occur every four years since 1924. So, since there were Summer Olympic Games in 2008, there will be Winter Olympic Games in 2010, and more Summer Olympic Games in 2012.
