Women were first allowed to compete in the Olympic Games in Paris in 1900. Women were allowed to compete in tennis, as well as Golf.
Technically no. The Olympics are for "amateur" atheletes, those who do not make their livelyhood by the sport they compete in.

You must turn 15 years old by the time the Olympics start, I believe. You must be invited by your nation to compete, and meet all qualifying standards for the event. You must be the age of eligibility for the sport either during the trials to determine the teams, or December 31st of the year of the Olympics, you'd have to find out from the international federation for the sport in question.
