You must turn 15 years old by the time the Olympics start, I believe. You must be invited by your nation to compete, and meet all qualifying standards for the event. You must be the age of eligibility for the sport either during the trials to determine the teams, or December 31st of the year of the Olympics, you'd have to find out from the international federation for the sport in question.
