'Snow hardener' does exactly what it says: It hardens snow.

Well really, it makes snow more compact. When you are skiing, you dont want soft snow otherwise that will stop your skis by swamping them, and causing lots of friction. What you want is compact snow, so that your skis can go on top of the snow rather than sink in.

Snow hardener is just a catalyst for making the snow more compact so that people skiing can ski on the slopes.
