Very few things are illegal everywhere in all circumstances.

Crossbows are legal in most jurisdictions in the United States. That doesn't necessarily mean you won't get in any trouble if you strap one to your back and go strolling through the town square, it just means it's not illegal in and of itself in most places to own one and use it for target shooting (or, in some cases, for hunting).

If you are going to use one for hunting, check your location's game laws; some states treat them as firearms (and permit their use only during the firearm hunting season), and some treat them as bows (and allow them to be used during Archery hunting season).
