What a great observation. I checked other years for Houston Astros Topps cards, and found "Houston" was also used in 1969. The three Years before and after "Astros" was used. With all other team cards the team name was used not the city or state. The only explanation I could come up with is that in error the print setter used "Houston" instead of "Astros" and no one caught the error when proofed. The error was continued over to the following year, and not changed because although it did not coincide with the rest of the set (team name not city) Houston was still the correct team. This might have been corrected in 1970, as there after "Atsros" was used. To find out for sure the Topps company would have to be contacted, and they might not even know as the work force has changed many times since 1968. If this information has been documented, and I come across it I will update the answer.
