While that was probably true at some point, the "Best" bike changes from year to year. Most manufacters stick with the same basic design for 3 to 4 years before they do a major change. So they are always leap froging each other.
Currently the best IMHO would be: KTM, Suzuki, Yamaha, Kawasaki, Honda, Husqvarna. But having said that they are all good bikes and it's mostly rider preference.
These are the most popular but there are allot of smaller companies as well.
