Pace setters are necessary when meet directors want to assist world class runners in breaking meet or world records. This requires a very stiff pace which most other competitors would rather avoid. So "pace setters" are recruited to set a records pace through a portion of the race and then drop out allowing the best competitors to continue at a record pace.
