Come up to scratch?

This is an English expression which means to achieve the required standard There are several proposed origins of this idiom. There is the inspection mark that a master would scratch or stamp into a workpiece meanng, if the piece was of sufficient quality, it had come up to scratch. However, predating that explanation is the golfing handicap term. A player who has no handicap is a scratch golfer. A player of lesser quality, who uses the handicap system to be under par if you will, has (does) not come up to scratch.

Prefixes distinguish among golfers, pro golfer, amateur golfer. But there aren't many synonyms for the term, golfer. Here are a few slangy, pejorative ones: Army golfer - one who hits the ball out of bounds to the left one time to the right the next; duffer - a mediocre or inexperienced player; hacker - synonym for duffer; lumberjack - a golfer who hits a ball into the woods several times during a round; mouth wedge - a golfer who tries to gain an edge by needling other players or excessively talking to affect their play; scratch - a golfer whose handicap is zero.

What does it mean to have a zero handicap?

A person with a zero handicap is also known as a scratch Golfer. The handicap system works as follows, you play a round, you shoot a gross score say 80, you have a handicap of 8, you take this away from your gross score and this gives you a nett score of 72. This is then set against the CSS to see if you get cut or go up. When you have a 0 handicap, you shoot 72, and you take away the handicap which gives a nett score of 72, which is again set against the CSS to see if you get cut or go up. A scratch Golfer is a very good Golfer who will usually shoot level par or better.
